过去几十年中,物流对企业在市场上能否取胜的决定作用变得越来越明显。从本质上说,企业在市场上的表现主要是由产品的质量、价格以及产品的供给三个因素决定,其中任何一个因素对企业的竞争能力都起着重要的影响作用,而这三个因素都分别直接受到物流的影响。世界经济将在纵向上对工业、供应商、顾客、贸易和物流公司进行重新分工,介人生产以及销售环节的物流公司的出现将是物流业发展的必然趋势。第三方物流给供应链各参与者带来了很多好处和方便,因而受到了极大的欢迎,市场潜力巨大,必将成为下一世纪物流业的主流,本文将从以下几方面进行论述。 一、物流的基本概念 物流一词源于英语的“Logistics”,原意是军事后勤保障,二次大战后,物流的概念被广泛运用于经济领域。 1962年,美国的杜拉克在“经济领域的黑暗大陆”一文中,首次明确提出了物流领域的机遇与挑战。根据美国物流管理协会对物流的定义为:“物流是为满足消费者需求而进行的对 原材料、中间库存、最终产品及相关信息从起始地到消费地的有效流动与存储的计划、实施与控制的过程”。该定义具体突出了物流的四个关键组成部分:实质流动、实质存储、信息流动和管理协调。由于物流过程是物质产品从供应者到顾客之间复杂的空间流转过程,涉及生产、流通、消费等领域,现代物流管理包含的内容已越来越广泛。物流实际上是对供给链中的产品在各供给链参与者之间进行管理,包括流通中的(运输中的)和非流通中的(库存的),通过供应链管理对整个渠道的产品和信息实行增加值流动管理,以便获取最大的运作效率和效益。 二、第三方物流及其市场现状 第三方物流是在物流渠道中由中间商提供的服务,中间商以合同的形式在一定期限内,提供企业所需的全部或部分物流服务。第三方物流提供者是一个为外部客户管理、控制和提供物流服务作业的公司,他们并不在供应链中占有一席之地,仅是第三方,但通过提供一整套物流活动来服务于供应链。 现代意义上的第三方物流是一个约有十到十五年历史的行业。在美国,第三方物流业被认为尚处于产品生命周期的发展期;在欧洲,尤其在英国,普遍认为第三方物流市场有一定的成熟程度。欧洲目前使用第三方物流服务的比例约为76%;美国约为58%,且其需求仍在增长。研究表明,欧洲24%和美国33%的非第三方物流服务用户正积极考虑使用第三方物流服务;欧洲62%和美国 72%的第三方物流服务用户认为他们有可能在三年内增加对第三方物流服务的运用。一些行业观察家已对市场的规模作出估计,整个美国第三方物流业的收人已从1994年的15 0亿美元增长到1996年的250亿美元,并有望在2000年突破500亿美元大关。目前的 250亿美元被认为占美国相关市场的6%,那意味着有相当于4200亿美元的市场规模,欧洲最近的潜在物流市场的规模估计约为9500亿美元。 由此可见,全世界的第三方物流市场具有潜力大、渐进性和高增长率的持证。这种状况使第三方物流业拥有大量服务提供者,大多数第三方物流服务公司是以传统的“类物流”业为起点而发展起来的,如仓储业。运输业、空运、海运。货运代理和企业内的物流部等,他们根据顾客的不同需要,通过提供各具特色的服务取得成功。美国目前有四百多个第三方物流供应商,其中大多数公司开始时并不是第三方物流服务公司,而是逐渐发展进入该行业的。 根据有关人员对51家领先的第三方物流服务提供者的调查,最常见的第三方物流服务内容如下:(见表一) 表一最常见的第三方物流服务内容 序号 服务项目 服务提供者的百分比(%) 1 开发物流策略/系统 97.3 2 电子数据交换能力 91.9 3 管理表现汇报 89.2 4 货物集运 86.5 5 择承运人、货代、海关代理 86.5 6 信息管理 81.l 7 仓储 81.1 8 咨询 78.4 9 运费支付 75.7 10 运费谈判 75.7 可以看出,第三方物流的服务内容大都集中于传统意义上的运输、仓储范畴之内,运输、仓储企业对这些服务内容有着比较深刻的理解,对每个单项的服务内容都有一定的经验,关键是如何将这些单项的服务内容有机地组合起来,提供物流运输的整体方案。
